Dr. Raj Bhushan Choudhary is the Union Minister of State for Jal Shakti, Government of India, and the Member of Parliament from Muzaffarpur, Bihar. Trained as a medical professional, he brings with him a rare combination of clinical experience, grassroots public service, and governance-oriented leadership.

Born and raised in rural Bihar, Dr. Choudhary’s early exposure to public health challenges, water scarcity, and basic infrastructure gaps shaped his long-term commitment to service-oriented public life. His professional journey began as a doctor, where years of medical practice and community health initiatives gave him direct insight into the everyday realities of citizens, particularly in rural and underserved regions.

Over time, this ground-level experience evolved into a broader engagement with public policy, administration, and development-focused governance. His transition from medical service to public leadership has been guided by a consistent focus on health, water security, sanitation, and human development.

As a Union Minister of State in the Ministry of Jal Shakti, Dr. Choudhary is committed to strengthening water security, improving access to safe drinking water, and advancing sustainable water management as a foundation for public health, livelihoods, and national development.

Early Life & Education


Dr. Raj Bhushan Choudhary was born on 4 July 1977 in Begusarai district of Bihar, in a family that placed strong emphasis on education, discipline, and social responsibility. His early years in rural and semi-urban Bihar exposed him to the everyday realities of public health, basic infrastructure, and community life, which gradually shaped his interest in service-oriented professional work.

He completed his school education in Begusarai, where he developed a strong inclination towards science and analytical subjects. In 1992, he passed his matriculation examination, followed by his intermediate education in the science stream in 1994. His academic choices during this phase reflected a clear and consistent interest in applying scientific knowledge to practical societal challenges.

Motivated by the need for accessible healthcare in underserved regions, Dr. Choudhary pursued medical education and earned his MBBS degree in 2000 from Patliputra Medical College, Dhanbad (now Shaheed Nirmal Mahato Medical College). He later completed his MD from Darbhanga Medical College in 2008, affiliated with Lalit Narayan Mithila University. His medical training strengthened his clinical skills while also deepening his understanding of public health systems and community-level healthcare delivery.

Recognising the importance of administrative and organisational capacity in effective public service, he further pursued a Post-Graduate Diploma in Business Management from the Delhi Institute of Management and Services, adding a governance-oriented perspective to his professional foundation.

Medical Practice and Community Health Work


 After completing his medical education, Dr. Raj Bhushan Choudhary began his professional career in clinical practice. He served as a Senior Resident at Darbhanga Medical College and later contributed to medical education as a faculty member at Santosh Medical College in Ghaziabad. These roles gave him sustained exposure to patient care, clinical decision-making, public health systems, and the complexities of medical training.

He subsequently established Adarsh Hospital in Rosera, Samastipur district, as an initiative to expand access to healthcare in rural Bihar. The institution functioned not only as a treatment facility but also as a center for health awareness, particularly on maternal and child health and preventive care for vulnerable populations. His wife, Dr. Kanchan Mala, actively supported these efforts. Together, they organized community health camps, specialized medical programmes for women and children, and collaborative outreach initiatives with rural communities.

These health initiatives primarily served rural and socially marginalized groups, including fishing and tribal communities in remote parts of Bihar. Through direct medical service, patient interaction, and community engagement, he developed a deeper understanding of public health realities, institutional constraints, and social behaviour. These experiences later informed his approach to public policy and governance.

Service and Responsibility during COVID-19

During the challenging and uncertain period of the COVID-19 pandemic, Dr. Choudhary combined his professional responsibilities with a broader sense of social duty. Amid shortages and mounting pressure on the healthcare system, he worked through Adarsh Hospital and local medical teams to facilitate treatment, consultation, and logistical support. He played an active role in arranging and distributing oxygen cylinders, essential medicines, masks, and protective equipment. At a time when hospital beds and referrals were critically constrained, he assisted patients and their families with guidance and medical coordination.

The pandemic highlighted not only gaps in healthcare infrastructure but also the interdependence of infection control, water safety, sanitation, and public health systems. His frontline engagement and community-based medical work reinforced his understanding that health challenges extend beyond clinical care and are closely linked to water, sanitation, nutrition, environment, behaviour, and governance. This period further shaped his policy perspective and influenced his priorities in public life.

Community Service and Social Initiatives


De-addiction and Public Health Initiatives

In 2008, Dr. Raj Bhushan Choudhary initiated community-based campaigns in Bihar focused on de-addiction and health awareness. At that time, the rising use of alcohol, tobacco, and other substances among young people was increasingly recognized as a serious social and public health concern. Rather than treating it merely as a behavioural issue, he framed substance abuse as a multi-dimensional challenge affecting families, education, health, and community life.

He organized awareness programmes in villages, small towns, and educational institutions, emphasizing the health and social consequences of addiction. These initiatives included counselling support for affected families and facilitation of medical assistance and rehabilitation for individuals facing substance dependence. Over time, the effort expanded across multiple districts in Bihar, evolving into a community-driven intervention that positioned de-addiction within the broader context of public health and social well-being.

Nishaad Vikas Sangh

 Dr. Choudhary served as National Vice President of the Nishaad Vikas Sangh, with the objective of providing an organized platform to address the social and developmental concerns of the Mallah/Nishaad community. In this role, he engaged with issues related to identity, representation, and social inclusion, while highlighting education, skill development, and employment as key drivers of long-term progress.

Alongside discussions on constitutional classification and reservation, he consistently emphasized that sustainable advancement depends on access to quality education, economic opportunities, and institutional participation. His approach sought to balance the pursuit of social justice with practical pathways for socio-economic development.

National Association of Fishermen

As the Bihar President of the National Association of Fishermen, Dr. Choudhary actively represented the livelihood and resource-related interests of fishing communities. His work focused on river-based economies, fisheries management, water governance, and market access challenges. He played a role in bringing community perspectives to national forums, ensuring that local concerns were reflected in broader policy discussions.

He advocated for issues such as rights over river resources, improved facilities for fish farming, infrastructure development for fisheries, and stronger market value chains. These priorities were framed as integral to the long-term socio-economic development of fishing communities. His engagement highlighted the interconnected relationship between water resources, livelihoods, and rural economies, reinforcing the relevance of community-based development within national policy frameworks.

RSS: Discipline and Service Ethos

In 2008, Dr. Choudhary became associated with the Rashtriya Swayamsevak Sangh (RSS). This engagement extended beyond organizational affiliation and contributed to his understanding of discipline, collective responsibility, and prioritization of national interest. Participation in service-oriented activities strengthened his belief that effective leadership is rooted not merely in formal positions but in consistent presence and accountability within society.

The values of service and responsibility that he absorbed during this period continued to inform his medical practice, social initiatives, and later, his role in public life.

Public and Political Journey: From Service to Leadership


 Alongside his sustained work on the social concerns of the Nishaad and fishing communities, Dr. Raj Bhushan Choudhary’s public engagement gradually evolved into more structured political participation. During 2017–2018, a renewed aspiration for leadership and representation emerged within the Nishaad community. In this context, he came into contact with Mukesh Sahani, founder and national president of the Vikasheel Insaan Party (VIP). The party’s focus on backward classes and communities dependent on water-based livelihoods aligned closely with his professional experience and social perspective.

Within a short period, he became actively involved in the party’s national structure and was appointed National Treasurer. This role provided him with practical exposure to organizational politics, resource management, campaign coordination, and strategic decision-making.

In 2019, he contested his first Lok Sabha election from the Muzaffarpur parliamentary constituency as a VIP candidate. Entering electoral politics from a complex and politically active constituency marked a significant turning point in his public career. The election represented not only a contest for power but also an expression of emerging leadership and alternative political representation within society.

Muzaffarpur has historically been influenced by established social equations and political families. Former Union Minister and Member of Parliament Jai Narayan Nishad had been elected four times from this seat, followed by his son Ajay Nishad, who had won twice. In such a context, the challenge for a new and socially rooted leader was substantial.

In the election, Dr. Choudhary received more than 250,000 votes, a notable level of support for a first-time candidate in Bihar’s political landscape. Although he lost to the BJP candidate Ajay Nishad, the campaign enabled him to translate his identity as a physician and social worker into a broader political dialogue. He engaged extensively with voters and developed a deeper understanding of public aspirations, regional political dynamics, and Bihar’s electoral culture.

His entry into politics was neither abrupt nor driven solely by personal ambition. It reflected a conscious effort to address structural issues affecting his community and region, including education, healthcare, water management, livelihoods, and political representation. After 2019, he remained consistently engaged with society and the electorate, strengthening his understanding of political realities while shaping his role as a public leader.

This period clarified that his political engagement was rooted in long-term social participation, practical experience, and a sense of public responsibility. This maturation of perspective began to guide his subsequent political decisions and organizational direction.

A New Direction in Public Life (2022)

Following the 2019 Lok Sabha election, Dr. Choudhary did not withdraw from public or political engagement. He used this period for reflection, dialogue, and deeper understanding of societal expectations. It became increasingly clear that effective development required access to decision-making processes, institutional authority, and administrative resources, beyond grassroots popularity alone.

At that time, both Bihar and the Union Government were under the leadership of the National Democratic Alliance (NDA). In April 2022, he decided to join the Bharatiya Janata Party (BJP). This decision was not sudden or purely electoral in nature. It reflected his experience, community aspirations, and understanding of development-oriented politics. While critics described it as opportunistic, for him it represented a transition from representational politics to active participation in governance and policy-making.

State-Level Organizational Leadership in BJP (2022 to 2024)

The BJP recognized him not merely as a new entrant but as a leader with social experience, administrative understanding, public credibility, and organizational capability. In September 2022, he was appointed Vice President of the Bihar BJP. This responsibility required organizational coordination, dialogue across diverse social groups, and alignment between policy and ideology.

Between 2022 and 2024, he maintained regular engagement with rural, urban, backward, and emerging communities across Bihar. He worked toward strengthening party structures at the booth level, improving coordination between workers and leadership, participating in political programmes, and contributing to organizational training and outreach initiatives.

This period allowed him to closely observe Bihar’s social, cultural, and political dynamics. He assessed where representation was most needed, which communities faced pressing development concerns, and how social issues translated into political and governance discourse. His political engagement during these years moved beyond electoral competition toward deeper integration between party organization and society.

These two years served as a bridge between the 2019 election and his return to national politics in 2024. The phase was marked by patience, dialogue, study, and consistent work rather than aggressive campaigning. Through this gradual process, his political outlook became more stable, mature, and long-term in orientation. This period reinforced that his political journey was not driven by momentary ambition but by sustained social engagement, responsibility, and service.

A Decisive Mandate and a New Political Chapter (2024)

The 2024 Lok Sabha election marked a defining moment for both Muzaffarpur and Dr. Raj Bhushan Choudhary. The Bharatiya Janata Party took a strategic decision to replace the sitting MP, Ajay Nishad, and field Dr. Choudhary as its candidate. This shift was significant. For nearly three decades, the Muzaffarpur parliamentary constituency had been dominated by the Nishad family, with Jai Narayan Nishad winning four terms and Ajay Nishad two terms. Against this backdrop, the 2024 contest represented not merely an electoral battle, but a broader reassessment of leadership and political direction in the constituency.

An interesting reversal shaped the election. In 2019, Ajay Nishad had contested on a BJP ticket against Dr. Choudhary of the VIP. In 2024, their positions changed — Dr. Choudhary contested as the BJP candidate, while Ajay Nishad stood on a Congress ticket. This created a new political context for voters in Muzaffarpur, who assessed candidates based on party alignment, social dynamics, development priorities, and leadership style.

The 2024 campaign was organized, disciplined, and issue-driven. Dr. Choudhary maintained consistent engagement across villages, small towns, and urban areas. His interactions focused on policy and development rather than personal criticism of opponents. Concerns related to water, roads, healthcare, the airport, education, industrial potential, and employment repeatedly emerged in public discussions. His responses reflected preparation and clarity of vision. Outreach through digital and social media helped connect with younger voters, while the BJP’s expanded social base among women and backward communities reshaped the electoral landscape.

Polling took place on May 20, 2024, with a voter turnout of 56.22 percent in Muzaffarpur. The result was decisive. Dr. Choudhary secured 619,749 votes (55.71%), while his closest rival, Ajay Nishad of the Congress, received 384,822 votes. The victory margin of 234,927 votes was among the largest in Bihar in the 2024 election. The outcome reflected the transformation in public perception, political engagement, and leadership credibility that had taken shape over the five years since 2019.

Multiple factors contributed to this result. His professional background as a doctor strengthened public trust. His sustained presence in the constituency after 2019 reinforced a relationship-based style of leadership. His growing influence among the Nishad–Mallah and other backward communities addressed long-standing questions of representation. The BJP’s welfare-oriented programmes resonated strongly with women voters. Development concerns related to Muzaffarpur’s economy and infrastructure formed the core of the campaign narrative. The BJP’s organizational strength and the broader policy framework of coordinated governance further shaped the electoral environment.

The 2024 victory underscored that Dr. Choudhary’s politics was not a product of short-term electoral strategy. It reflected a combination of long-term social engagement, administrative understanding, organizational experience, and a clearly articulated development agenda. At the same time, the result marked the end of more than three decades of dominance by a single political family in Muzaffarpur and signaled a shift in the constituency’s political leadership.

Ministerial Appointment and National Responsibilities


 Following the 2024 Lok Sabha election and a decisive electoral mandate, the national political leadership acknowledged Dr. Raj Bhushan Choudhary’s capabilities, political maturity, and record of public service. On June 9, 2024, he was inducted into the Union Council of Ministers as Minister of State in the Ministry of Jal Shakti in the Cabinet of Prime Minister Narendra Modi. This appointment carried particular significance, as he was entrusted with ministerial responsibility at the Centre in his very first term as a Member of Parliament, reflecting confidence in his leadership and administrative potential.

Soon after assuming office, on June 24, 2024, he took oath as a Member of Parliament and formally entered the process of parliamentary functioning and national policy-making. His ministerial role was not merely a political position, but an institutional responsibility connected to critical sectors such as water, development, and public health.

In a country that houses nearly 20 percent of the world’s population but possesses only about 4 percent of global freshwater resources, water infrastructure and water security constitute a foundational requirement for national development. The Ministry of Jal Shakti oversees a wide-ranging portfolio that includes water resource management, river-based development, groundwater conservation, drinking water supply, sanitation, flood control, Ganga rejuvenation, and community-based water systems. Its work directly influences public health, livelihoods, agriculture, industry, and environmental sustainability.

Dr. Choudhary’s direct experience in healthcare across rural and semi-urban India provides him with a clear understanding of the linkage between water and health. Both have been actively involved in health camps, women’s health awareness initiatives, and community service programmes, integrating medical care with broader social engagement.
